Bill continues to amaze everyone in the swimming community with his "lighting out of a bottle" starts. At the 1998 World Championships in Perth, Australia - with Bill being given nothing more than an outside chance at meddling - from the outset Bill had the start of his life. The race that USA Today would call the "Upset of the Decade" firmly in hand, Bill shocked the World. Well everyone who didn't know the fire that burns inside him. By giving Popov his first international lose since 1991, he went on to swim the 9th fastest time of all-time. In 1999 Bill won a Bronze Medal at the Pan Pac Games and broke the American Record in the 50m Freestyle (SCM) at the US Olympic Cup in San Diego, CA.
